India is undoubtedly a corrupt country - Very corrupt as a matter of fact.
However, are Indians inherently oriented towards corruption (both giving and receiving bribes) or is largely situational ?

But lets be clear the holier than thou americans are not perfect either and it exists in subtle forms in the corporate and political world. But because the policy of implementation is strong and because it is uncommon at lower level and hence becomes a matter of shame and also does not bring an unwanted habit into the system.
